Key-Systems GmbH is an ICANN accredited registrar. Through the two divisions of Key-Systems domaindiscount24.com focused at private users and the world-wide reseller network and the Metaregistry RRPproxy, many different Domains can be registered - most of them in real-time. In the near furture Key-Systems intends to add further Top-Level-Domains and extend its Webspace services. 3.Who is the CNNIC?

The China Internet Network Information Center (CNNIC) was founded in 1997. It is a nonprofit organization of administration and service, performing duties of the National Internet Network Information Center. The management of CNNIC is handled by the Computers Network Information Center of the Chinese Academy of Science. CNNIC operates under the auspices of China's Ministry of Information Industry (MII), an agency that also oversees telecommunications, multimedia, broadcasting and satellite transmissions across China.

Among its many duties, CNNIC provides domain name registration, IP address distribution and autonomous system (AS) codes distribution.

4.Who is the TWNIC?

The TWNIC (Taiwan Network Information Center) is the unique neutral and non-profit organization that takes charge of the domain name registration and IP Address allocation in Taiwan. It is funded by the Directorate of General of Telecommunications (DGT) and Ministry of Transportation and Communication (MOTC) Furthermore TWNIC is the leading Organization for the taiwanese Internet development. Additionally TWNIC works very closely with ICANN (Internet Corporation for Assigned Names and Numbers), APNIC (Asian Pacific Network Information Center), JPNIC (Japanese Network Information Center) , CNNIC (Chinese Network Information Center) and KRNIC (Korean Networt Information Center).


5.Why can Key-Systems register .JP Domains?

Key-Systems has partnered with a japanese Registrar through whom we register .JP Domains with. Due to this partnership we are able to register .JP Domains, even though we or our customers do not have a japanese local address. This is provided by our partner and is included in the annual registration feee. This means, that anybody can register a .JP Domain.


6.Why can Key-Systems register COM.SG Domains?

Similiar to .JP Domains we have partnered with a local registrar through whom com.SG Domains can be registered by anyone around the world, as our partner in Singapore also provides a local presence.


7.Who is NeuLevel Inc.?

NeuLevel Inc. Is a US-based joint venture between NeuStar (90 percent) and MelbourneIT (10 percent). NeuLevel Inc. Is the official registry operator for the generic Top-Level-Domain .BIZ targetted at businesses worldwide. Furthermore NeuLevel has partnered with CNNIC to distribute .CN Domains on an international level. The same also applies to the partnership with TWNIC for the itnernational distribution of .TW Domains. Furthermore NeuStar Inc. 8.Are domain transfers possible?

Domain-transfers are possible, however not for all Asian Top-Level-Domains.
  1. .CN Domains can only be transfered between local registrars and between international registrars. The transfer procedure is exactly the same as transfering a .BIZ Domain, meaning that the registrant must obtain the authorisation code from his current registrar, before he initiates the transfer through the gaining registrar. Please note, that at this point in time, it is not possible to transfer domains between Local and International registrars.

  2. .TW Domains can only be transfered between local registrars and between international registrars. The transfer procedure is exactly the same as transfering a .BIZ Domain, meaning that the registrant must obtain the authorisation code from his current registrar, before he initiates the transfer through the gaining registrar. Please note, that at this point in time, it is not possible to transfer domains between Local and International registrars.

  3. JP Domains can be transfered, however as a lot of paper work is involved we do not support this service at this point in time

.CN Policies

1. What changed within .CN?

Under the recently announced policy, .CN domain names are now available for registration worldwide. CNNIC is also moving to an EPP-based real-time registration system.

2. Can a registrant in China register a domain through a non-chinese registrar?

Yes, .CN Domains be it second level or third-level can be registered through either an accredited Chinese Registrar or a NeuLevel accredited registrar, such as Key-Systems GmbH.

3. It is often mentioned that there are "no policy restrictions" on third-level .CN names. What does this exactly mean?

Any business or organization, worldwide, can register a .CN name under a new liberalized policy that no longer restricts .CN registrations to Chinese entities.

4. Has CNNIC reserved any names in the second-level for .CN?

The CNNIC has reserved certain names, which cannot be registered. These include the following:

Terms and Conditions:

  • Country Names, three-letter and ISO3166
  • Chinese Government organizations and leaders' names
  • Names that are for national security
  • Province and City names
  • Special Telephone Numbers
  • All gTLD's and some second-level spaces, such as biz.cn and kids.cn
  • Certain famous trademarks (approx. 350)
  • Names labeled by the UN to promote world culture, heritage
  • Chinese Universities and Colleges
  • News Media as approved by the National News Office

All accredited registrars of NeuStar Inc. And CNNIC are committed to these Terms and Conditions. Each customer who registers a domain beneath .CN (com.CN, net.CN and org.CN) accepts these Terms and conditions.
  • Be against the basic principles prescribed in the Constitution of the Peoples Republic of China ("PRC");
  • Jeopardize national security, leak state secrets, intend to overturn the government, or disrupt of state integrity of the PRC;
  • Harm national honor and national interests of the PRC;
  • Instigate hostility or discrimination between different nationalities, or disrupt the national solidarity of the PRC;
  • Violate the PRC's religion policies or propagate cult and feudal superstition;
  • Spread rumours, disturb public order or disrupt social stability of the PRC;
  • Spread pornography, obscenity, gambling, violence, homicide, terror or instigate crimes in the PRC;
  • Insult, libel against others and infringe other people' s legal rights and interests in the PRC; or
  • Take any other action prohibited in laws, rules and administrative regulations of the PRC.


.TW Policies

1. What changed within .TW?

Under the recently announced policy, .TW domain names are now available for registration worldwide.


2. Can a registrant in Taiwan register a domain through a non-taiwanese registrar?

Yes, .TW Domains in third-level can be registered through either an accredited Taiwanese Registrar or a NeuLevel accredited registrar, such as Key-Systems GmbH.

3. Which Third-Level .TW Domains can be registered ?

At this point in time international registrars, accredited by NeuLevel can register the following Third-Level-Domains:

com.TW targetted at companies
org.TW targetted at organisations
idv.TW targetted at individuals interested in establishing a personal internet address.

.TW Domains can be registered for time-periods between 1 and 10 years.
